OEM, ODM, White Label or Private Label E-Liquid: Which Manufacturing Model Is Right for Your Brand?

KNOWLEDGE 2026-09-08

OEM, ODM, White Label, and Private Label are all common manufacturing models. In most cases, their differences are easy to understand, but the boundaries can blur across industries and product categories. Even experienced industry professionals may not always classify the same project in the same way.

For vape brands looking for an e-liquid manufacturer, there is little need to focus too heavily on strict definitions. It is more important to first understand your own requirements, find a manufacturer that matches them, and then choose the most suitable cooperation model based on the actual needs of the project.

In practice, three factors usually matter most: how quickly you need to launch, how much product customization you require, and your project budget. These models can also overlap in real projects, and no single option is inherently better than the others.

White Label: Start with a Mature Product and Launch Faster

White Label is typically based on products that have already been developed and validated by the manufacturer. The brand does not need to own an existing formula or develop a product from scratch. Instead, it can select from available flavors, nicotine strengths, VG/PG ratios and existing product specifications, then bring the product to market under its own brand.

The biggest advantage is speed to market. Because the core formulation and validation work have already been completed, White Label can reduce early-stage development, sample iterations and part of the testing process. It is therefore well suited to brands that want to launch quickly, expand an existing range or test a new market, although product differentiation is usually more limited.

Private Label: Add More Brand Differentiation to a Mature Products

Private Label is closely related to White Label in the e-liquid industry, with the main difference usually being the depth of product customization.

White Label focuses more on branding and selecting specifications from an existing product, while Private Label allows further adjustments to characteristics such as flavor profile, sweetness, cooling level, nicotine system and VG/PG ratio to better match the brand and target market.

This model is suitable for brands that already have some product ideas and want to build greater differentiation while still benefiting from an established product and R&D platform. As long as the project continues to build on an existing formula or technology platform, even relatively extensive adjustments do not necessarily require a full ODM development process.

ODM: Develop a New Product Concept from the Ground Up

ODM is better suited to brands that already have a clear new product concept but do not yet have a complete formula or technical solution. These projects usually cannot rely directly on an existing mature product and require the manufacturer to participate from the R&D stage and turn the concept into a production-ready solution.

The manufacturer typically takes responsibility for product definition, formulation development, sample testing and validation. Unlike Private Label, which builds on an established platform, ODM focuses more on developing a new product solution around a new concept.

Compared with traditional ODM industries such as consumer electronics, e-liquid development does not involve major upfront costs such as tooling or structural engineering. Project cost is therefore more closely related to R&D complexity, testing requirements, and any registration or compliance work required for a new product or market.

OEM: Scale Mature Products Through a Larger Manufacturing Platform

OEM is more suitable for brands or e-liquid companies that already have mature formulations, product standards and quality systems. These customers do not need the manufacturer to define the product. Instead, part or all of the production is transferred to the manufacturer according to existing formulas and technical requirements.

Today, many large overseas e-liquid companies also outsource part of their production to manufacturers in China. This includes both finished bottled e-liquids and e-liquid supplied for prefilled pods, disposable devices and other prefilled products, with the latter being particularly common. This model benefits from China's larger production capacity and mature vape supply chain, while raw-material sourcing, labor and large-scale manufacturing can also create stronger economies of scale.

For established brands, OEM can be an effective way to optimize production capacity and supply-chain efficiency. The brand retains control over its formulas, product standards and R&D while using the manufacturing system of a larger supplier to achieve scalable production and consistent delivery.

For New Brands and New Projects, Time to Market Matters More

For a new brand or a company entering a market for the first time, product maturity and whether the target market already has an established testing and registration basis can have a major impact on the launch timeline.

If a brand selects a mature White Label product that has already completed the necessary development, testing and compliance preparation, the early-stage process can be significantly shortened, with launch preparation completed in as little as 1–2 months in suitable cases. A completely new product or entry into a new regulatory market may require additional ingredient review, sample approval, product testing, technical documentation and registration. In markets with clearly defined requirements such as the European TPD framework, the full process may take around 3–6 months or longer.

For startups or companies entering a new market for the first time, a difference of several months can directly affect market timing, cash flow and channel development. For businesses with limited capital and resources, an extended delay can even determine whether the project is able to continue.

Choosing the Right Manufacturer Matters Just as Much

The cooperation model is only the framework. Whether a project can be executed efficiently depends heavily on whether the manufacturer can develop a suitable solution around the brand's product goals, launch timeline and budget.

An experienced manufacturer should not only have strong R&D and production capabilities, but also know which requirements can be met with mature products, which are better handled through customization on an existing platform, and which projects genuinely require more time and

resources for new product development. The right manufacturing partner can help clients avoid unnecessary development costs and significantly reduce time spent on the project.
